Scott Hamilton hit back for the visitors before the break as Warriors then lost Goode to the sin bin.
A tense second half saw the visiting pack claim a penalty try and they repeated the feat in the final seconds to snatch victory and end Worcester's long unbeaten run on home soil.
The fit-again Josh Drauniniu was straight into the thick of the action from the kick-off as Warriors looked to run the ball from deep in wet conditions.
Chris Pennell broke a tackle, after Aleki Lutui and Euan Murray combined, before Jon Clarke ran into contact but was penalised for holding on and Toby Flood kicked Tigers deep into the corner.
Leicester looked to mount a first attack as Steve Mafi and Louis Deacon went at men before Scott Hamilton was this time hit for holding in the tackle as Warriors looked to turnover ball.
Wing Drauniniu took a brilliant high hanging kick from Jonny Arr before Clarke floated out a pass for Lemi to run onto. The forwards took ball on through Lutui and Dean Schofield before Lemi was pushed into touch after a thrilling passage of play.
Kvesic attacked the line at pace before Worcester won a first penalty against Tom Croft and Goode stepped up to drill over the first points of the night.
All-action flanker Kvesic, with England coach Stuart Lancaster in attendance, then disrupted more ball and picked up only to knock on as Schofield looked to race away into clear air.
Flood was displaying all his kicking accuracy as he booted Tigers close to the home line, but again Worcester were solid in defence to repel the visiting attack.
Worcester produced a quite sensational opening try as Clarke stepped inside his man in midfield and flicked out of the tackle to Pennell who immediately released Lemi into space and he swallow dived over the line to a thundering ovation.
Leicester were making mistakes and Worcester were looking to punish them through Drauniniu and Clarke who again made yards while Lutui was fired up to carry alongside Semisi Taulava.
Another penalty gave Goode the chance to extend the lead and he made no mistake with a low drilled effort for a 11-0 lead after half the opening period.
Tigers opening half got worse as they lost Martin Castrogiovanni to the sin bin for a dangerous tackle on Taulava after a long delay. Goode lined up the resulting kick and made no mistake as the home side went 14-0 ahead.
Lemi produced a sublime kick to touch, after Flood looked to pin Worcester back from turnover ball in the tackle as the game continued to swing from end to end at real pace.
The Tigers looked to their strike runners to pound holes, but again Worcester waited to strike and turned over ball on the floor to huge cheers of delight from the home faithful.
Drauniniu broke away down the right and stepped his man into space before Goode looked to send Lemi away but his pass just strayed forward to halt the Samoan skipper in full flow as he chipped in behind.
A scrum against the head saw more home pressure with Drauniniu prominent again, but a big tackle from Logovi'i Mulipola resulted in a turnover.
A big Leicester scrum gave Flood the chance to open his account on the night after 37 minute, but the England fly half saw his kick pull up well short of the crossbar.
A stolen home lineout resulted in more Leicester pressure and Flood this time kicked to the corner. The ball was spun wide and Mathew Tait broke into space and fed Scott Hamilton to dot down.
Worcester were dealt a further blow as Goode was yellow carded for his actions on Hamilton as he scored, but Flood saw his kick pull up short of the upright once more.
Warriors looked to keep ball in hand in the opening minutes of the second half with Goode off the field as Arr broke into space and Kvesic spun out of a tackle to feed support runner Ceri Jones on his shoulder.
A penalty for offside saw Pennell take over kicking duties, but he saw his effort thump against the right hand upright and away to disappointing home cries.
The full back had another chance moments later, after Tigers infringed at the home driving lineout, but this time his effort went the other side of the posts.
Worcester were desperately looking to get Goode on the field and deny Tigers any ball as Croft went down the left on the overlap but he was torpedoed by Lutui in full flight.
Goode finally raced back on with Leicester on the attack and deep in Worcester territory. The visitors applied huge pressure as the forwards pushed up close and referee JP Doyle awarded a penalty try to cut the lead to 14-12.
Worcester were now starting to be punished for their mistakes as a poor offload saw Leicester kick into space with no full back at home and force Goode into a hurried sliced clearance.
Matt Mullan, Neil Best and Chris Jones were introduced as Hill looked to liven up a pack that had put in a huge shift.
Warriors dug deep and produced some more big carries to win a penalty while Goode was left groggy on the floor after coming in for some big punishment on the floor. The fly half picked himself up to take aim, but his kick was wide right.
Pennell produced a beauty of a kick after taking Flood's high bomb as the game went from end to end as both teams hunted a knockout blow as the game entered the final ten minutes.
Both teams took risks in the offload as Josh Matavesi flicked to John Andress while Goode saw an inside pass narrowly avert Thomas Waldrom as he looked for an intercept.
A dangerous tackle from Pennell on Tait resulted in a penalty that Flood lined up and once again he was short of the posts.
One final burst of energy saw Pennell break tackles to huge cheers from the home crowd.
Back came Leicester with one big attack from deep that saw Tait break the line before Hamilton and Waldrom went into space. The Number Eight kicked ahead and Pennell saw driven back for a five-metre scrum to Tigers with just over a minute left.
Leicester produced a massive scrum and referee Doyle awarded a second penalty try to hand Tigers the win with 50 seconds left and leave Hill's men crestfallen.
