Fly half Andy Goode extended the lead to 11-3 before Worcester lost a man and some early impetus as try scorer Lemi was yellow carded as the penalty count started to hurt the visitors.
A big surge from the hosts before the break saw Matt Hopper crash over and when Worcester lost another player, this time Semisi Taulava to the sin bin, Evans gave the home side a 16-14 advantage at the interval.
Evans put Quins further ahead in the second period before a superbly worked try from Errie Claassens with 12 minutes left blew the game wide open again.
But Evans late intervention ensured the home side took the win and Warriors a crucial losing bonus point.
The home side looked to play in the opening minutes but were guilty of needless self-destruction as centre Hopper threw a pass to no-one and Evans picked up only to be tacked is tackled over the dead ball line to hand a five metre scrum to Warriors.
Giant Number Eight Taulava tapped a quick penalty from the scrum as the forwards look to bulldoze over. The ball was then worked wide at pace and a brilliant offload by Chris Pennell out of the tackle sent Lemi in the corner.
Quins looked to mount a response but went off their feet at the breakdown and Goode made it even better as he slotted the resulting penalty for 8-0 lead.
A high tackle gave the hosts the chance to kick for position and look to respond with George Robson punching gaps down the right flank.
The hosts were always looking to operate off quick ball as Worcester fired in tackles before a penalty against Neil Best for side entry sees Evans kick to the corner.
However, the home side knocked on at the lineout to reprieve Worcester and a penalty at the following set piece scrum allowed Goode to smash a clearing kick.
Quins were looking to dominate territory with Evans twice grubber kicking into space. The second was cleverly picked up by wing Sam Smith before Karl Dickson was just short of the line. The penalty though was awarded and allowed Evans to put the home side on the board.
Superb work by flanker Matt Kvesic stole home ball on the floor and another penalty allowed Goode to extend the lead again to eight points.
Big flanker Maurie Fa'asavalu was leading the home charge with several carries before Worcester lost a man, as Lemi was yellow carded by referee Luke Pearce after illegal work at the breakdown.
Quins looked to drive the resulting lineout over, but a penalty was awarded as it is fell short and Evans slotted the three points, via the left hand post. But within five minutes Goode responded with a kick of his own from wide left to extend the lead to 14-6.
A penalty at the scrum gave Quins the chance to hit back before the interval and they really looked to push home any advantage. Huge pressure saw England ace Jordan Turner-Hall go close before a pass inside saw John Andress intercept.
It proved to be his last action of the game as Andress limped off to be replaced by Euan Murray for his debut five minutes before the break.
The Scottish star could do little from the resulting play as the ball was spun wide and Hopper cut back inside to slice his way over. Evans added the conversion to cut the lead to a point.
A knock on infield gave the home side once last chance to strike and when Taulava was yellow carded, for collapsing the maul, up stepped Evans to give Quins a 16-14 lead at the break.
Worcester looked to keep possession in the opening stages of the second half with a man light, bug crossing at the lineout as they came down from a successful collect gave Quins ball to attack.
A high up and under from Goode was spilled by Tom Williams to Lemi who looked for space. Ceri Jones then produced a neat side step but a penalty for not releasing went against Warriors.
Taulava returned for Warriors with half an hour to go and Worcester again looked to strike as Pennell cut a great inside line and fed Kvesic off his shoulder before ball was spilled in contact.
Dean Schofield and Aleki Lutui entered the battle as Warriors called for the heavy artillery from the bench.
A big hit at the scrum gave Evans an easy three points to extend the lead to 19-14 while Hill looked to freshen up his troops with three more changes as Jonny Arr, Errie Claassens and Sam Betty came on.
A storming run down the middle from Alex Grove looked to spark Warriors into life while neat hands down the left wing almost opened up space.
Schofield stole a lineout and Taulava smashed past men before Grove cut a superb line to break two tackles and he fed Claassens who had the power to make the line, with the referee awarding the try after consulting with his touch judge.
The momentum had suddenly to Warriors as they looked for a decisive opening, only for a big home scrum to win a crucial penalty and allow Evans to kick to the corner before the Kiwi fly half landed a drop goal for the lead.
A tense final five minutes saw Warriors hunt for a way through, but a well drilled Quins team held firm before Goode kicked out to take a vital losing bonus point.
