The other change to the starting line-up sees centre Alex Grove replace the injured Joe Carlisle and partner Josh Matavesi in midfield at Twickenham Stoop.
Scotland international prop Murray arrived at Sixways this week and is named among the replacements.
Lock James Percival will once again captain the team and is joined in the side be ex-Quins Ceri Jones and John Andress.
Head Coach Hill said: "We're effectively playing the two top teams in the Aviva Premiership in consecutive weeks and that is a big test. We faced a team in Saracens who had only lost one game all season. Now we face a team in Quins who have only lost one game at home, and that was against Saracens
"It is tough for teams to go down to Harlequins and get a result. You have to make sure you take your three points when they're on offer and that's what we'll look to do.
"We'll have to go in with very specific tactics and they will be missing some of their key players. But they've got strength in depth and you don't win an Aviva Premiership title with 15 players so we know the size of the challenge. It is one we are looking forward to facing."
