Max Stelling and Ben Howard are both retained after impressing from the start against Titans while Academy duo Tom Carlisle and Ollie Frost combine at half back.
Summer signing Rob O'Donnell will pack down in a front row that also contains George Porter while Matt Kvesic will captain the team from the back row.
Wing Josh Watkins is also handed a start after returning from action with England Under-18s in South Africa.
Hill said: "A number of our younger players have grasped the chance to impress during the pre-season campaign and many of them are now handed starts against Plymouth to once again showcase their talents.
"Max Stelling was very good against Rotherham Titans earlier in the week while Ben Howard has featured in all our pre-season games and the JP Morgan Asset Management Premiership 7s Series to show what fantastic potential he has.
"The players that came off the bench against Rotherham did well in the second half and they know now the level we expect them to hit in this our final pre-season fixture. It is a great opportunity for them and one I am sure they will be eager to take."
Supporters are reminded that the fixture is FREE entry to all supporters, but with a suggested donation to the Warriors Community Foundation. Parking at Sixways on the night is also on a first come, first parked basis. Only the East Stand will be open to supporters on the night.
