Hill also confirmed that Joe Carlisle and Andy Goode would leave at the end of the season and was quick to praise the big contribution that both have already made at Warriors.
"We are going to make a few changes this year and both Joe and Andy will leave the club at the end of the season," admitted Hill.
"Joe has been here longer and has been a very good servant for the club. Andy has, in the three years I have been here, played very well. He has put his heart and soul into this club.
"I just feel now that it is time for a change and we are bringing in Paul Warwick and Ignacio Mieres.
"It was a tough call with Andy, particularly when you look at ten where you need a goal kicker. Paul is a very skilful ten and very knowledgeable, but he hasn't goal kicked as regularly as Andy.
"Ignacio has and last season played almost all the games for Exeter when they were successful and flying high. We have managed to pick up a very good player indeed."
Hill added that process of building his squad for next season was 'on-going' and he was thrilled by the opportunity to blend new faces with existing key players.
"I'm excited by the squad we are putting together. Also with the players we have already got, the likes that we want to develop in Semisi Taulava who is really coming on.
"You have players like poor old Ravai Fatiaki, who is contracted or next season but is still to be unleashed. He will be a superb player but picked up a bad injury while away with Fiji. When he comes back he is high quality.
"I am sure we are going to be an exciting attacking team with the likes of Josh Drauniniu, David Lemi and Josh Matavesi.
"We need to make sure that we get a good squad together to get us into the top six," he added.
"In two or three years' time we will have top quality Academy players coming through and when they do I want them to stay.
"At the moment they come through and the move to another top six club. It's the chicken and egg scenario and we have got to be in the top six first before we keep hold of them.
"Otherwise you produce these players and just end up being another extended Academy for somebody else - I am fed up of doing that and we are not doing that anymore."
Meanwhile, Hill revealed he remained in talks with Aleki Lutui over his Sixways future.
"We are talking to Aleki and I would like to keep him," he said. "I think he is absolutely tremendous, everyone speaks exceptionally highly of him and has huge respect for him. He plays like a Warrior and he is fantastic to watch.
"With Agustin Creevy potentially away for the start of the season, we will try and keep Aleki here."
