That came after a nine-month layoff after the talented 22-year-old ruptured his left anterior cruciate ligament (ACL) during the European Challenge Cup clash with Bucuresti Oaks last January.
It is the second time that Pennell, who has made 36 appearances for Warriors and scored 42 points, has recovered from a serious knee injury and the Worcester born and bred back is keen to now hit top form.
"I'm very pleased to sign and be here for another two years," said Pennell.
"I really love it here, I'm Worcester born and this is my team. I want to play a big part in bringing this club a lot of success.
"I've always had wonderful support from the club, throughout everything I have been through, which made this a very easy decision. The club had invested a lot in me and I'm hoping over the coming years to pay that back.
"I'm still only young and I know my best rugby years are ahead of me in a Worcester Warriors shirt."
